Whether you’re reviewing housing, health, community safety, or environmental services, this session equips you with the practical tools and confidence to make a real impact

Learn how to scrutinise services effectively, gather evidence, ask powerful questions, and hold local authorities to account — all while building constructive relationships with officers and stakeholders. The course covers meeting skills, codes of conduct, planning scrutiny projects, and understanding your role within UK governance and regulation.

  • Introduction, What is Scrutiny and Understanding Resident Scrutiny
  • Tools for Effective Scrutiny and Root Cause analysis
  • Governance Essentials & Roles (Terms of Reference, Code of Conduct etc)
  • Chairing & Participating in Effective Meetings
  • Setting agendas
  • Working with the Council & Officers
  • Closing exercise – Planning a Real Scrutiny Project
  • Reflections, Action Planning & Close

Learning Objectives (success criteria)

Explain the purpose of resident-led scrutiny and describe how it supports transparency, accountability, and service improvement within council housing services.

Apply core scrutiny skills, including evidence gathering, asking effective questions, and identifying service issues through a resident perspective.

Demonstrate effective meeting practices, including agenda setting, chairing, note-taking, and constructive group decision-making.

Understand governance roles and responsibilities, and work confidently with council officers and other stakeholders to influence positive change.
